3813558 - Why did the old reports display wrong tax rate (Tax Form)?

Symptom

After admin moved the Expense Type to a new Tax Group which use different Tax Form, old reports displayed the default rate of the new Tax Form instead of the previous one. Why did the old reports display wrong tax rate?
