3813916 - Why am I seeing a "Notify Employee" button instead of "Submit Request"?

Symptom

I've created a request on behalf of one of my delegators, but I'm unable to submit it; I can only see a Notify Employee button. When I click this button, the system sends an email notification to the request owner indicating that it is ready for review and submission. However, as a delegate, I would like to have the capability to submit the request on behalf of the owner.
