3814024 - Why the Authorized Approver Level For Current Step skip rule condition dosen't skiped the Auhtorized Approver step for my report?

We have a skip rule condition set on the Authorized Approver step as below:

Report Approvals | Authorized approver level for current step = Report Approvals | Authorized approver level for report owner

The authorized approver step requires a level 5 authorized approver's approval, and the employee, A, is the assigned level 5 authorized approver for our company, but why could this step not be skipped for his report?
