3814169 - Travel Import Data Error: "User has no access"

I have an All User Data Import Excel file that I need to upload to a company.
Whenever I go to Import Data, add a new task, and select this file, I see a red warning icon in the Status column once the file is completed. When I choose the page checkbox icon to see Details, I see an Error in the log box saying

"User has no access"

In Travel Import Data, when uploading a 'All User Data Import' file, I get an error once the file is completed. Error says "User has no access". , KBA , CON-CA-CMP-IMD , Import Data , Problem
