3814228 - Why can't I remove an Exception Code?

I am needing to delete an exception code from our system, but the Remove button is grayed out.

Expense > Workflow/Audit Rules

Concur Expense all versions

Client is on the exceptions page and cannot delete an exception. , KBA , CON-CA-ADM , Administration , Problem
