3814279 - Why is the expense report stuck in the Cost Object Approver Step?

After the user submitted an expense report, it looks like it's routed to the Cost Object Approver step, but the report isn't appearing in the Cost Object Approver's approval queue.  Additionally, the report never expires from the step even if it's been sitting longer than the number of days until an expense report is supposed to expire.  So to the user and the Expense Processor, it looks like it's stuck, but the approver can't see it.

It looks like the expense report has been routed to the Cost Object Approver for a long time, but the approver cannot see the report and it hasn't expired. We have the approval expiration feature turned on and it should have expired by now. , KBA , CON-EXP-ADM-WFL-WL , Workflow , Problem
