3814304 - Why do I receive the mail of 'Your company policy does not allow you to reset your password.'?

I was trying to access the SAP Concur Portal and clicked the "Forgot Password" link at the sign-in screen.
After I entered my email address, then received the following email. Why is this happening, and how can I either obtain my password or create a new one?
