3814471 - Why is the BI Manager not updating with Expense Approver despite the setting 'BI Manager field on the employee form is blank, use the default report approver for the BI Manager' being enabled?

I am manually adding the default approver to a user's profile in user administration and saving the profile; however, the BI manager field is not populating with the name of the default expense approver as expected.  The report configuration setting "If the BI Manager field on the employee form is blank, use the default report approver for the BI Manager" is enabled. Why is the BI manager field value not updating on save?
