3814543 - Why can't I proxy as another user?

Symptom

I need to be able to proxy in as another user. I can see the user in User Administration, but I cannot see his name in the list of users when in attempting to act as another user. Why is this happening?

Environment

Expense/Request/Invoice > Permissions

Product

Concur Expense all versions ; Concur Invoice all versions ; Concur Request all versions

Keywords
