3814623 - SAP Installation Server RFC issue after upgrade from 8..0 to 8.10

Symptom

• After upgrading the SAP Installation Server from SAP GUI 8.00 to 8.10, the `NwUpdateInstServerErrors` log shows:
`Formulating actions to copy product '64bit RFC Controls for SAP GUI 32bit' failed: Can't resolve required components. Required component not found. Error message: The data is invalid. Error code 0x0000000d (13).`

• Running **Check Server** in `NwSapSetupAdmin` produces errors in `SapAdminErrors` log:
`Component SAP .NET Connector 3.1 for x64 is in error. It has not been successfully installed.`
`Component SAP .NET Connector 3.1 for x86 is in error. It has not been successfully installed.`
`GAC check failures for rscp4n.dll (error 0x8007362e)`
`A required component for 'SAP NW RFC' is missing (error 0x80004005)`
