3814732 - Why was the Budget Approver skipped in the approval flow?

Symptom

I have a purchase request/invoice/expense report/request that were skipped due to the missing budget approver configuration. However, I'm not sure what I have missed.

Environment

Expense | Request | Invoice > Budget

Product

Concur Expense all versions ; Concur Invoice all versions ; Concur Request all versions
