3814862 - Why am I getting the error- Employee not found; Employee ID: 'XXXX' in my employee import?

This error occurs when a 370 record is used to grant or revoke the Statement User or Statement Manager roles before the user profile has been created in Concur. The client must first create the user profile using a 300/305 record; otherwise, the 370 import will fail because the user does not yet exist in the system.
