3814888 - Why can I see the report that doesn't meet the condition of my custom query after running my custom processor query?

Symptom

I want to output reports that don't have the below two exceptions. So I created a custom processor query with the below condition.
Report Exception code Not equal 12345A
And
Report Exception code Not equal 12345B
However, after I run this custom query, I can still see reports with these two exceptions in the running results.
