3815031 - Why is the newly created user, with Account Activation Date as today, still inactive?

I have just created a new user, with the Account Activation Date as today. However, the user is still inactive and can not log into Concur.

Expense > Travel Data Integration with Expense

Concur Expense all versions ; Concur Invoice all versions ; Concur Travel all versions
