3815209 - Why “Can Prepare” is automatically enabled when “Can Submit Reports / Can Submit Requests” is selected?

Symptom

When adding the delegate for a user, I noticed that “Can Prepare” is automatically enabled when “Can Submit Reports / Can Submit Requests” is selected, and it cannot be unchecked. Why is this happening?

Environment

Expense > Delegate Invoice > Delegate Request > Delegate
