3815282 - User Import Error: "Employee with Emp ID '[XXX]' and Login ID '[YYY]' could not be updated because the Login ID was specified as '[YYZ]'. If you want to change the Login ID, please use the NewLoginID field."

Symptom

I want to add a new user and when I try to import them I show the following error message in User Import: "Employee with Emp ID '[XXX]' and Login ID '[YYY]' could not be updated because the Login ID was specified as '[YYZ]'. If you want to change the Login ID, please use the NewLoginID field."
