3815322 - Why is the Expense Processor not able to view reports under the process reports tab?

An administrator was recently assigned the Expense Processor permission, but when she attempted to access reports by going to Expense > Process Reports, her view is blank, and no expense reports are populated.  Why is she not able to see the reports?
