3815478 - Why can't a delegate submit a Request or Expense Report on the behalf of an user? (Delegate Configuration)

I got a report from a delegate that the delegate couldn't see the Submit button, is it possible for delegates to submit a Request or Expense Report on behalf an other user?  Is it possible to have this set up?
