3815506 - What triggers the pop-up message regarding non-refundable flight cancellation?

Symptom

Several travelers have reported seeing the following message when trying to cancel their non-refundable trips online:

"The airline company has already ticketed your nonrefundable flight. Would you like for a travel agent to reach out to the airline to see if they will refund the ticket?"

If the user selects "Yes", the booking is consequently cancelled in Concur, and the PNR is routed to the agency. TMCs often question the origin of this pop-up, as it bypasses the standard hard-block or standard void workflows.
