3815645 - Why can't I add employee groups when setting a new Delegate Configuration?

We cannot see all the employee groups when creating a new Delegate Configuration.
Can you please advise why this occurs?

Expense > Delegate

Concur Expense all versions

Not all employee groups are available when creating a new Delegate Configuration , KBA , CON-CA-ADM , Administration , Problem
