3815866 - Why can't users see the Missing Receipt Declaration option in an Expense Report?

Symptom

When I open an Expense Report and go to Manage Receipts tab, I cannot see the Missing Receipt Declaration option.
When I go to Manage Receipts > Missing Receipt Declaration, it says Not Available. Why is this?

Environment

Expense > Imaging/Receipts (Not E-Receipts)
