3816091 - Why is my validation rule based on type, id_01, id_02, and amount not triggering?

Recently, new rates were loaded into our UAT instance. However, the meal caps are not working. I created several new validation audit rules but the limits are not working. For example, Country 1's "Field1" limit is 689.92, so when you go over that Limit, say 689.93, the rule should fire stating that you have gone over the limit. Everything was working with the old rates and validation rules in the PROD instance.
