3816507 - Why are employees not able to delete company card transactions under Available Expenses (NextGen UI for Concur Expense)?

Employees can see the Delete button under Available Expenses (Expense tab). When selecting the transactions they would like to delete and clicking the Delete button, the following alert appears:

Your company does not allow card charges to be deleted.
To remove card charges from Available Expenses, you can move them to a report and submit them as personal expenses.

We would like to allow users to delete company card transactions without adding them to a report.  Can this be set up and if so, how?
