3816528 - Why is our 720 employee import file not updating the authorized approvers correctly?

Symptom

I am trying to create a 720 file to update our authorized approvers list and was not able to do it. I was able to review the Shared: Employee Import Specification
document and still can't get a file to be successfully uploaded. I am trying to update the Global-Division-State approver to myself in test

Expense > Jobs Import

Product

Concur Expense all versions
