3816576 - Is it possible to create an Audit Rule that will not allow a manager to approve a report unless they have looked at the receipts first?

I would like to create an Audit Rule that will stop approvers from approving reports if they didn't view the receipts.

Expense > Workflow/Audit Rules

Concur Expense all versions
