3816712 - Error "Web browser default behaviors are disabled. Some settings will not be preserved"

Symptom

When I launch Report Studio I get a popup  "Web browser default behaviors are disabled. Some settings will not be preserved." In some cases, the popup contains additional information String-ID: "IDS_MSG_NO_USERDATA"
Report Studio continues to load after clicking OK. How can I fix this error?
