3816769 - Can we retain the list hierarchy level value after deleting the sub-levels?

Symptom

We have added 2 level of code and hence the list hierarchy level on list management has changed from '6' to '4' and we would like to revert the hierarchy level back to '4'. Once the hierarchy level on list management is added with sub levels and then deleted, it can't be reverted, as the deleted list items are still present in the database for historical reporting.
