3816837 - Why do I get the notification emails stating "Invalid time specified"? Why do these emails get generated?

Symptom

We frequently receive these emails indicating ‘Invalid Time Specified’ which is sent by auto-sender@concur.com. The email contains the below statement: ‘The SAML document specified an invalid time based on the NotBefore and NotAfter values and the Concur server time.’What is the cause of these emails?
