3816843 - Why I cannot use my cash advance balance to a different report?

We are unable to attach the Cash Advance to a report as the Cash Advance is not available for attachment.
However the Cash Advance still exists.

Expense> Cash Advance

Concur Expense all versions

I cannot use my cash advance remaining balance in a new expense report , KBA , CON-CA-ADM , Administration , Problem
