3817216 - When searching Edmonton Area Airports (YEA) on Air Canada, why am I not seeing the restricted Flex Brand fares generated in Sabre?

Symptom

When users search for Air Canada flights from an airport code YYZ to another airport code YEG, they are able to see Flex fares- both Air Canada Direct Connect and Sabre fares.
But when they search from airport code YYZ to Edmonton Area Airports YEA, they cannot see Flex fares generated from Sabre. They can see only Air Canada Direct Connect Flex fares.
