SAP Concur should not allow report submission if there are required fields missing.
If you try to create an attendee with required fields missing, you will receive the following message:
One or more attendees are missing required fields. Would you like to save anyway?
However, if you open an already created attendee with required fields missing, you will receive the message:
This attendee is missing required field information.
