3817356 - Error: "The action cannot be executed because the item has recently been changed. Please refresh your list and try again" when approving Expense Reports

This type of error appears when the system detects a configuration failure in the customer's workflow. When the approver/processor tries to approve the Expense Report, the report does not approve and the error appears on screen.
