3817758 - Why $BLANK$ does not work in the User Import?

I'm trying to import users with the excel file template found under User Administration. The system is not accepting the $BLANK$ operator. Why?

Expense > Travel Data Integration with Expense

Concur Expense all versions

It is not possible to use the $BLANK$ operator in User Import. , KBA , CON-CA-ADM-USR , User Administration , Problem
