3817959 - Why users still can create Hotel tax entry in the Hotel itemization even it is set to 'Always combine room rate and taxes' in the policy?

Our company had done the below settings, but we found that the users were still able to create Hotel tax itemized entries via Concur Mobile app. Why are the users still able to create the Hotel tax entry via Concur Mobile app?

In Policy: the Room Rate & Tax set to Always combine room rate and taxes 
In Expense Type: Hotel tax expense type had been excluded from the Expense Type Available for Itemization for Hotel expense type and the Show on Mobile device option had been disabled for Hotel/Room Tax expense type but Mobile App still generates standalone Hotel/Room Tax expense line when user enters Hotel/Room Tax on Hotel Itemization Wizard page.
