3818075 - Why is the country information not being copied down from the report header in the corporate card entry?

My company set up the configuration to copy down the country information from report header to the expense entry.
The country field in the report header is set to "the United States", but one of the corporate card entries have "UK" for country field.
Country field is hidden for user in the expense entry. Why is the value of the country not being copied down from the report header in the corporate card entry?
