3818163 - Why aren’t credit card charges in 'Company Card/Manage Transactions/Transaction Status: Unassigned to Report' visible to the Administrator or the user when an expense report is created?

Symptom

I can see charges in the Company Card Admin page that shows Transaction Status: Unassigned to Report' when in Company Card > Manage Transactions. Why are these charges not visible to the Administrator or the user in the Expense Library?
