3818310 - How can I prevent users from appending receipts to fully approved expense reports?

Users are able to append receipts on fully approved/processed expense reports, but it is not noted on the audit trail and the administrators are not notified. Is there a way to ensure that admins are notified or it is added to the audit trail? Or can we suspend that ability for everyone except admins?
