3818373 - Why did a Cost Object Approver suddenly appeared in the Cost Object Approver list?

A cost object approver suddenly appearing again can mean that the cost object approver's expense approver role was removed previously and now has been added again. The cost object approver requires the expense approver role, when the expense approver role is removed, the user in the cost object approver list will not be completely deleted, it will be hidden or unselectable. So, when the expense approver role is added back again, the cost object approver will then show back up again as it was not deleted via the cost object approver list.
