3818413 - Why users created via employee import 305 do not appear in User Administration?

Symptom

We are using employee import 305 to create users in our entity. The import is successful but we cannot find the profiles in the User Administration.
The role for those users specified in 305 are:

Travel Wizard User = N

How can we make sure the profiles are created and accessible from UI?

Environment

Expense > Travel Data Integration with Expense

Product

Concur Expense all versions ; Concur Travel all versions
