3818480 - Why did an approved approver as a Cost Object Approver not be skipped at the next approval step?

Skip approval step if approver has already approved setting of the Workflow is enabled (checked) and an approver has approved a report as Cost Object Approver. Why did the following happen after the approval?

• The approver received 2 email notifications for a report.
• The report has routed to them for approval at another step in the workflow.
