3818647 - How do the "Conditional Display Settings" on a Custom Field work?

We have a client that does not want to allow users to change their Profile Custom Field but they want to make it required. When we uncheck the Allow Users to edit this field on their profile the Required Fields becomes unchecked. Is there a way to still have it required but not allow the user to update?

How do the check-boxes work under a Custom Field under Conditional Display Settings , KBA , CON-CA-CMP-MCF , Manage Custom Fields , Problem
