3818691 - Why can't I see the blue plus icon in the Approval Flow Window?

I am trying to forward a report, but cannot see the blue plus icon. I was able to do this before. Why is this happening?

Expense > Performance

Concur Expense all versions ; Concur Invoice all versions

The blue icon on the Approve and Forward feature is missing from the Approval Flow Window. , KBA , CON-CA-ADM , Administration , Problem
