3818848 - Why is the allocate button missing from all of my expenses on my expense report?

I have a user trying to allocate a specific expense on their expense report, but the Allocate button is not visible when I highlight the expense on the report.

Additionally, if they attempt to allocate a specific itemized expense, like for example, from a hotel folio, they are presented with the error of: 
Some of the selected expenses do not allow allocations. For those expenses, no allocations were created.

When a user tries to allocate a specific expense type on an Expense Report, either the "Allocate" button is missing, or they get an error message: "Some of the selected expenses do not allow allocations. For those expenses, no allocations were created." , KBA , CON-CA-ADM , Administration , Problem
