Why does the value didn't copy down when employees populate a custom field at entry level?

Expense > Unspecified - Expense > Forms and Fields

Concur Expense all versions

Values entered in custom fields at entry level does not copy down to the next expense , KBA , CON-CA-ADM , Administration , Problem
