3819011 - Error: This report has one or more errors. You must resolve the errors before submitting the report. (Unable to load approval flow.)

Symptom

Users are trying to submit their report but are receiving the error message "This report has one or more errors. You must resolve the errors before submitting the report". I have checked and there are no errors showing in the expense report.

Alert: There are one or more errors. You must resolve the error before submitting the report.

Also, when we go to Details > Report Timeline, we see the error message 'Unable to load approval flow'.
