This occurs on an import file upload for the Legacy USGSA monthly file whenever there are duplicate rate location names on the file or expired rates on a location. Since the client have the USGSA rate feed service that will auto upload the USGSA rate feed, this issue will resolve upon the next update. The rest of the file still runs and USGSA Travel Allowance remains working.
