3819149 - Error: "This report cannot be sent to the next approver. This workflow step must be approved by a specialized approver called an Authorized Approver. There are no Authorized Approvers defined. Please contact your Expense administrator for assistance."

Symptom

When I try to approve a report as a manager, I get the below error message and am not able to approve the report.
