3819150 - Why am I receiving an error when attempting to book International flights? (Sabre)

Symptom

I am trying to book flights that are international and after I click the Reserve button, Concur returns an error advising we are unable to finalize. Why is this occurring?

We are unable to finalize your reservation. This can happen for a variety of reasons beyond our control, most often due to the airline updating your reservation at the same time we are trying to do the same. If you continue to receive this error, please contact your agency to complete your booking. We apologize for the inconvenience.
