3819170 - Why was a statement report able to be submitted before the allowed submission date?

A user was able to submit a Statement Report (or CBS - Company Billed Statement) before the allowed day of submission that is set in the Settings section.

The Settings section can be found on the following path:
Administration > Company > Tools > Company Card > Company Bill Statements > Allow Company Bill Statement users to submit statement reports XX days after/before the statement period end date.
