3819246 - Why does a request show a different approver in the Approval Flow tab than the one we set up in our workflow?

We have a change approver rule set up in our Concur Request workflow to always change the approver to a specific person on one of our steps.  However, when we create a request, we noticed that the step in question shows someone else's name.  Why isn't it showing the right approver that we had set up in our workflow?
